Interesting. Although the GUI which lists the known JavaDoc tags is missing, it still remembers tags that you've added previously. I tried adding changing the name of a JavaDoc tag to something that wasn't recognised and I still got the intention to add it to the recognised list, too.
That's the workaround, I guess: type the tag, wait for the intention to appear and use that to add it. Hopefully this will be fixed in the next build...
