Differences between creating a new module with facet and adding facet later

When I create a new module and add "Web Services Client" facet to it in IDEA 7.0.2, some libraries are added to Libraries section of project (but unfortunately no file is added to lib folder). But when I add web services client facet after module is created nothing is added to Libraries. Is this supposed to be normal behavior? Isn't facet supposed to add all related jar files to lib folder from settings specified by WebServices plugin setting?

Update: I think jar files are added to Libraries after I somehow refresh the project structure, but the problem of files not being added to lib folder still remains.
