Yeah I think the exe file looks like it's missing the icon, but when you add it to your shortcut bar it's the IDEA icon.
In the Start menu, it is set up fine. However my quick-launch link (that I had to install directly) isn't set up fine.

Not really. When I upgrade IDEA, my already existing quick-launch link updates its Icon automatically. I always see the Icon in the executable in plain view.

That may be caused by the Windows icon cache. You may repair it with the TweakUI utility.
