overly persistent tooltips in 7

When I'm writing code that is calling a function, a tooltip pops up
with information about the parameters (I like how it now lists the
@Null or @Notnull annotations). Sometimes, it seems to stick around
longer than it should I have to clear the tooltip by typing esc. It
doesn't happen consistently though.
