I don't need such a plugin for IDEA. It works out of the box for me the same way it works in all other Java desktop applications I use.
I have a Logitech Cordless Optical TrackMan and on my notebook I use a Logitech MX500 Optical Mouse. Never had a problem with the wheel support in Java applications with these two.

For my laptop, I use one wheel mouse when it is in the docking station and a different one when I am using it as a laptop, and both work just fine with IDEA.

No special drivers or pluggins needed.

And, IRC, on most wheel mice, you can use the wheel as a button(when clicked, instead of rolled), which you can map to different actions through the Keymap in IDEA.

Yeah, forget it. That's why I bought a wheel mouse in the end. The scroll support build into the ThinkPads is some crap IBM made up by themselves.
You could try SwingScroller http://www.cloudgarden.com/swingscroller/index2.html though I haven't ever tried it and don't know whether it works or not.
Buying a mouse gives you one more benefit besides the wheel mouse support: You can use the middle mouse button in IDEA to jump to the declaration of a variable, class etc.
