Problems with window layouts

Occasionally I have troubling opening tool windows too. This only
happens on tool windows which are not docked. By temporarily switching
to docked mode and back, I can see such a problematic tool window again.
I have never looked at the contents of the iws file for this, so I
cannot be sure this is the same problem. Unfortunately I also cannot
provide any steps to reproduce.
