I was attempting to attach to a remote process via socket. The remote process was the J2ME emulator which comes with Sun's Wireless Networking Toolkit. The remote JVM had the following settings:

-Xdebug -Xnoagent -Djava.compiler=NONE -Xrunjdwp:transport=dt_socket,server=y,suspend=n,address=5010

The debugger attached but the remote process could not be debugged.

It is a known issue with the J2ME emulatiors and is planned to be fixed.
