Feature: consistent shortcut for ToolWindows and SelectIn

It would be cool to have consistent shortcuts for ToolWindows and SelectIn

Namely:

Alt+1 = Project
Alt+2 = Commander
Alt+7 = Structure
Alt+9 = Favorites
etc

while

Alt+F1 + 1 -> Project
Alt+F1 + 2 -> Packages
Alt+F7 + 6 -> Favorites
etc

the numbers should (ideally) be the same and the life of power keyboard users would be easier. Of course there's a problem because Project and Packages are in the same tool window but there should be a way out, right?
