Yes, we do not have any plans for product localizations at the moment.

Where it comes from?

Whatever tool you are using it must be using your current OS language (or possibly detected it wrong).

• The IDE itself (interface) is in English only
• The tools that IDE runs from your PC (git/phpunit/php/etc) are whatever you have got there (how you configured them).

I hope you plan to translate in all major language’s of this mund. And in French / Albanian in my case.

To allow any one to code in his language,
in the I.D.E. transcoded in files in English by changing "code key‑terms" by own (ethnical.) {$Variable personal Function can remain like this until future I.A. can translate it…}
She told to write in a forum about this,
and actually I didn't have time to do so I plan to make it.

But I thinking about this,
and to make also a CrossPlateform C.D.N. open source table files (J.S.O.N. or XML of all languages translation),
to specify in all tools the same and unique translation (in coordination with their culture ministry) pro each key‑terms in settings, options, codes.

That's different.

Right now only 3 Language Packs are available as far as I can see: Chinese Simplified, Korean & Japanese: https://plugins.jetbrains.com/search?products=phpstorm&search=language%20pack
