Edit Action Icon for directory

Hi,

how can I add an Action Icon for a directory to the Main Toolbar?

I add the directory Vagrant to the Bar but the button "Edit Icon Action" still remains greyed out.
It works but the is only an empty image with the arrow down image visible.
