second monitor weirdness

I have IDEA running on a second monitor at my office. I've noticed that the floating help text I get when hovering over buttons always shows on monitor 1.
There are several issues related to IDEA running on a second screen, it seems most of them are jdk issues.
Here's a workaround for your tool tips problem: be sure you start IDEA on the primary screen, then move it to the other one. Note that IDEA remembers its position, so you will have to move it to the first screen, shut it down and then start it again.
As long as it starts on the primary screen you should be OK. And eventually, you'll get used to remembering to move it there before you close it. I know I have. :)
