I don't believe that the UI Designer is a plugin. This question/discussion
probably belongs on the eap.uidesigner forum/newsgroup.

Could the UI designer be modified to create JSF forms? Much like the

HTML/ASP.NET toolbox in Visual Studio .NET this would be an excellent
feature in IDEA. I presume this would be achievable using the UI designer
framework.

I believe thats what the Visual Fabrique product seems to be all about:

I think that Visual fabrique is a whole lot more than just JSF support.
It is a whole Web Application development/deployment/runtime framework.
