setting system and config paths

The help documentation says you can set the paths to the system and config
files during installation... is this correct? Because when I run the
windows installation I am never prompted for this. Please advise on how to
set these paths during installation.

Installer:

1. Introduction
2. License
3. Install Folder
4. Settings Folder (this is the path inside which the config dir will be
created)
5. Data Cache (this is the path inside which the system dir will be created)
