It does make sense to make the project before debugging it, but the point is, it doesn't in a remote session, because the compiled code won't be executed.
Yes, it's a legacy "feature" and we are going to change the behaviour for Remote configurations. But as soon as HotSwap is available, I think the option will make sense even for Remote debug configuration. What do you think?

Uncheck the option "Make project before running/debugging" (you'll find it
above the OK button) in Project Properties/Run-Debug pane.
