create module in CVS?

Is there a method to create a module in a CVS repository using the IDEA
CVS integration?
I have searched and posted and heard nothing. THis is a pretty major
drwaback if its true. Netbeans, eclipse, jbuilder, wincvs all have this.

What do you mean with "create a module"? Do you mean to import a
project or to edit the CVSROOT/modules file?

I mean import a project (i.e the cvs import command). For example I have
code for the HelloWold application on my local machine and I want to
create a folder in the server's CVS repository that contains all that
code. There is no way to do that in IDEA that I have found.
