plugin tomcat

A) When i put a jar in web-inf/lib...for example taglib.jar
then i want modify it (for example rename it)
i need to exit from idea and restart.



B) I would like to add a webapp context-path without to manually modify server.xml in tomcat/conf...
Why is it necessary ...also seeing that the file server.xml it comes every time regenerated ??
