Tomcat Localization issues with Tomcat version 4.0

Hi there,
I am trying to setup an environment for different language (localization) in Tomcat ver4. There were two approaches in 3.0 (doc base, file base) but how does the server.XML file has to be done for localization on ver 4.0
If you can help with the script that will be much helpful since I am just starting using Tomcat.
Any help would be greatly appreciated.
