Problem with the tools menu

Hello,

I created external tools and it worked well for a month.

Today, I wanted to add a new external tool for PHPDoc ...
Now, whenever I open the tools menu, a set of items from tools menu is added at the end of the menu.
If I open the tools menu four times, I have four sets of items (four menu tools)...

I may have made a mistake when I added the new external tools, so I removed all my external tools and restored the default menus : I still have the problem.
I reinstalled PhpStorm without deleting the hidden configuration usersfiles and the problem persists.

If someone has an idea, thank you in advance...
