New dark theme: DeepSea

I recently switched from Komodo IDE to give PHPStorm a shot, and the one thing I couldn't live without was my dark underwater-scheme theme :).  So I've recreated it, currently "officially" supporting PHP, Javascript, HTML, XML, CSS, and Markdown (but feel free to hit me with a pull request on Github if you add more).
