Encoding of file changed by phpStorm

Encoding of project are UTF-8
Encoding of this file was UTF-8 (file in project)
So WHY encoding changed to WINDOWS-1251? WHY? I didn't change it, hasn't even though to do it. File wasn't open in another IDE.
