Normally, IntelliJ IDEA is updated several times a year and with increased number of related products sharing some functionality this may be more often next year.
We answered this question a number of times - the licensing and pricing model will copy that of other our successful product, RubyMine. This places WI in $100 group.
Also, are there any plans to include xDebug capabilities to IDEA 9?
You don't need to buy it - IDEA 9 will include *ALL* stuff from WI. Incluging PHP debugging and everything.
