JavaScript libraries settings

Hello.

I'm trying to set up JavaScript assistance for ExtJs. For one project I've already done this, but it was long time ago.

If I open File -> Settings -> Project Settings -> JavaScript -> Libraries, I can see following message on properties page:

"To configure libraries use File/Project Structure/Global Libraries"

But there is no such menu item.

At File -> Settings -> Project Settings -> JavaScript -> Libraries -> Usage Scope I can see only one option for folder - Clear.

How can I add some shared directory (shared, means that it's common for many projects) with ExtJs source and configure it as global library?
