Pycharm Python problem with GAE and non-rel

I am using GAE with non-rel which allows native Django models to be used.  I have to run the server as follows for it to work:

>> python manage.py runserver

I am trying pycharm out, but cannot get it to run this code properly.  When running the server in Pycharm, I get the following fatal error which I don't understand:

So I am stuck not being able to use Pychar.  Any ideas what the issue may be:

Hello afshin,

Please make sure that the "Include parent environment variables" option under

Environment Variables in the run configuration settings is enabled.

Parent Environmnet Variable is already enabled. 

When running Django on GAE with non-rel - Django 1.3 is installed locally in the project directory.

I'm not sure if  pycharm pointing to the correct Django directory? also it seems like GAE dev_server is being run!  it should be >> manage.py runserver -
