Personal License Question

I am considering to buy a Personal License of PyCharm and have a legal question. In the comparison chart it says that this license can be used for general commercial purposes. In Germany you have to register yourself as a "company" to write invoices and do business with customers. I am/own such a one person company and do mostly hobby coding but occasionally I do small commercial project or help out colleagues and get paid for that. Also being a company is the only way for a person to get a VAT number.

So my question is: Can a one man "company" buy the Personal License?

When you buy a personal license, you have to pay the VAT, and you cannot enter your VAT number when buying a personal license. You can only enter your VAT ID when you buy a commercial license.

I'm entrepreneur and I have a valid VAT number. I'm not a company, I'm a person.
Why cannot I buy a personal license?
Why do I have to pay VAT if I have the VAT number?
