upload files with symlink and set external directory

i have project name xxx, and in file structure use symlink to another directory( templatetags, javascript .... - in all project i need have access to this directory )

example project http://01.ru/ and project http://02.com/  has one directory javascript ( in server i make symlink in file structure to one directory )

1 - when i create project, how i can set to pycharm, download this content of linked directory?
2 - where i can set path to my library (located in remote server) - i need create another project( like my_library ) and set in project xxx path to my_library?
3 - where i can set pycharm to Russian language?
