Can't find project settings in PyCharm 5.0.3 (Mac OS, newbie)

OK, I feel pretty stupid, but I'm trying to get started with PyCharm CE, and one of the first things I want to do is adjust the Settings for a project. I particular, I want to make the numpy, scipy, and matplotlib packages available, but I'd also just like to explore the available settings. For the life of me, I can't figure out how do this. The only help I can find refers to a wrench icon in the "main toolbar", which I don't see, and under the File Menu there no Settings item, just Default Settings, Import Settings, and Export Settings. I can't find any context menu under my project for Settings. What have I got wrong here? Pycharm 5.0.3 on Mac El Capitan.

Use Cmd-, (hold command and comma simultaneously). In the GUI it is in the PyCharm menu under Preferences.
