Cannot Run Python Script

2016.1.2; Apr 8 build

Whenever I attempted via keyboard shortcut or menu - I could not initiate a RUN or DEBUG.

I manually set it up - but each time I attempted to bring up even the DEBUG menu - it would not present even the mini chooser.

Restarted PyCharm - cleared caches, etc.

Finally I displayed the Debug and Event Log at bottom of screen in IDE, and now works.
