Project Templating

'm currently using the community version and have been wondering how to setup a project template. Basically every time I began a project i have a project structure like the following

project directory
    local_js
        project.js
    css
        project.css
    migration
        migration00.sql
    project.py
    index.html
    database.db

also when it opens, is there a way to have project.py or index.html with template tages like
