Is there an extension point to handle idea:// URLs?

Sorry if this was discussed somewhen earlier but I couldn't find it with local search as well as Google (or maybe I'm just bad at it :^O) — please point me to the correct discussion, if so.

IDEA registers a custom URL scheme handler for idea:// scheme. Is there any way for a plugin to extend/override that handler? And where can I find related documentation / code that is responsible for handling these URLs?
