[TMate] Storing configuration issues

1. TMate store configuration in system folder of IDEA instead of config
2. TMate store configuration per project... but must be global

PS. Next version of TMate plugin will be released soon after IDEA 5.0 release and I hope it will include a lot of bugfixes for the problems that were reported during last month.
