module-components in plugin.xml

I see the DTD for plugin.xml has a reference to a module-components element but the idea-plugin element doesn't reference it.

Is there planned support for module level plugins? I presume the settings screen would need to be enhanced to allow for module level plugin configuration.

Just curious.
