Create new Action

Hi,

I am having two problems trying to develop custom plugins using Intellij 7.03 in Ubuntu Linux:

1) I cannot create any application, module or action component using right click on the package. It comes up with the error "Cannot create action" in a dialog box displaying the generated code.

2) How do I run debug? I keep getting licence collision error. ????
