Is there a way to access PluginManager.update action from API?

I would like to implement my own update facility and I'm curious if there is a simple way to do that.

I know there is a PluginUpdateNotifier written by Etienne Studer. It does everything almost on its own. The code is quite simple but it would be even simpler to have such functionality in Open API.
