Annotation.setFileLevelAnnotation(): not usable for errors/warnings?

Pardon? Technically, there will be no gutter so I'm not sure anything aside
Annotation quickfixes go there. A usecase please?

sorry, I meant quickfixes.. maybe I'll come up with a usecase for icons
