Quick Javadoc-style popup

I'm writing a project-specific i18n plugin which recognizes the logging
statements used by the project and provides various helpful actions and
information for them.

One of these is to show the message text from the resource bundle using
the string token in the logging statement. Currently I'm doing that with
a tooltip which looks really ugly and doesn't wrap long lines. I'd like
to be able to use a popup similar to Quick Javadoc (Ctrl-Q). Is this
possible, and if so, how?

The classes and methods used for the JavaDoc popup implementation are not
currently part of the OpenAPI. You can file a JIRA request if you would like
to have it in OpenAPI.

Is there anything in the OpenAPI currently that would allow me to show a
popup similar to ones already used in the editor, such as Parameter Info
or the navigation target label when Control is pressed?
