try to look into writing clearquest plugin

Hi

I am new to the plugin development. I am trying to look into writing a plugin for rational clearquest. The first thing is to have a tool bar to do query. Before that, i need to give a configuration window so that user can type in the user name/passwd etc.
I already start to read infor on plugin dev (whatever i can find by google), but still want to ask, anyone would give me a nice help on a quick start on this plugin dev?
Should i start to use the eap(now is build 3177) to start? or should i try to download idea-4.5.1.v2.dev.zip? Actually, i did not find this zip yet.
