Run tool window docked at the bottom not stretched to full window length

I'm running IntelliJ Idea 14.2. I've switched from Eclipse. How can I make Run tool window docked at the bottom not to be stretched to full window length so tool windows docked on the left (e.g. Packages, Structure) could make use of full window height like Eclipse Console panel vs Outline panel on the screenshot below.

It's Settings -> Appearance & Behavior -> Appearance -> Widescreen tool window layout
You're a legend. Loved the layout in Visual Studio Code and could NOT figure out how to do mimic it on Rider.
Still relevant in 2022 and it should probably be the default nowdays.
We have a feature request to set this option to true by default on wide screens: https://youtrack.jetbrains.com/issue/IDEA-257169/Widescreen-tool-window-layout-defaults-to-false-on-widescreen-computer
