'Show css color preview icon in gutter' doesn't display

Opening CSS in the editor doesn't display the color icon in the gutter. Maybe there is another option, which conflicts with this one?

I'm using IntelliJ IDEA 13.1 Community Edition.

I'm seeing this problem in WebStorm even though I have “Color preview” enabled in the gutter icon settings, but for JSON files.
