Well, if it is supposed to be working, than this error description is not really useful, is it? What would be your first reaction if people come to you and say : "It doesn't work"?
I have no testng context menus anymore and no testng configuration available, but it says the plugin is installed. I wasn't too sure if it was broken because it works on my personal laptop (win xp with 8 M1). Could it be a linux thing?

And to answer your question, it could be useful in that it indicates an edge condition and an environmental thing and that the expected behavior is that it works. It could also mean that is is known not to work, but it is not a bug that has been introduced, but that the functionality/feature has not been implemented yet.
To answer your second question: if someone came to me and said something doesn't work, I would first test that in my environment to see if I could reproduce the problem, if it was expected to work or I would say no, it doesn't work because it is not expected too.

Seems that it is broken plugin installation.
Please make sure that you do not have old TestNG plugin installed in your
USER_HOME/IntelliJ IDEAx/config/plugins. If so please delete those jars.
Any exceptions in idea.log from USER_HOME/IntelliJ IDEAx/system/logs?
