Add new WebLogic instance (7938)

When I attempt to add a new Weblogic Instance, the IntelliJ Run/Debug Configurations slows to a crawl and sometimes hangs.

It's happening in Selena build #7938 as well as the past few releases.

I'll try reproducing on a different workstation.
