Plugin Manager in #7562 is broken?

+ After uninstalling a plugin, Apply button is still disabled, no confirmation any more. But after restarting IDEA, the plugin was removed.
Anybody sees it?

For the second problem, as I remember, after uninstalling a plugin, I click Apply and IDEA will ask me to restart. Was the process changed?
I tried to close and run IDEA again, this time IDEA ask me to confirm to uninstall a plugin but the last time I uninstalled 2 plugins but IDEA didn't ask me anything. Strange!
