IDEA 7269 not starting with exe, but ok with bat

Just installed the 7269 build and i can't start it using the default icon in the shortcut bar.

I get a dll missing dialog, complaining about msvcr71.dll not found.

When starting using idea.bat (using IDEA_JDK=../jre) it works ok

Anyone seen this already ?
