IntelliJ caches not syncing with snapshots in repository

We use a snapshots for multiple projects and when the snaphot changes, I need to shut down intellij and delete the caches to get it to reload on startup. When I do a dowloand artifacts, it needs to update the cache (especially for snapshots).
