Blocker issue IDEADEV-13697 (deadlock when creating new project)

I've been unable to create new projects for three weeks now. (IDEADEV-13697)
And it seems I'm not the only one:

This affect the ability to produce minimal testcases for other JIRA issues,
so please give it some attention.
