libs export over two levels doesn't work any more

Hi there,

in build 5661 the exported libs of a module are not exported over a second level of dependencies.

Sample: Module A exports lib X. Module B is dependant on A and exports A. Module C is
dependant on Module B. Currently Module C cannot see lib X.

This worked fine before build 5650. Is this a bug or some config change that I miss?
