What happens when I use WebServices.Expose Class as a Web Service?

I'm having trouble with IDEA 10.5.2 generating the jaxws classes by using the "WebServices.Expose Class as a Web Service" when my package layoutis deeper than on level.  Packages such as utilities get there jaxws classes generated automatically while a package like com.mydomain.utilities do not.  Any help is appreciated.
