Flex MXML design viewer is available in our plugin repository: http://plugins.intellij.net/plugin/?id=5845. Its designing capabilities are in progress.

How do I install this plug-in into IntelliJ - is there a tutorial on installing plugins like this into intelliJ

Look how to install and play with ActionScript Profiler plugin. The same installation procedure for Flash UI Designer plugin.
Also look at a GraniteDS Java+Flex example. Similar workflow for BlazeDS. There's also one more demo about BlazeDS but it is a bit outdated.

'Open Design View' button should appear in toolbar and in MXML file context menu.
By the way if you don't know where to find some action use 'Find Action' action (Ctrl+Shift+A)
