Subversion svn://localhost/project results in svn: connection refused by the server

I am just starting out with these tools.  I am running IntelliJ IDEA 10.5 community edition and I just installed Subversion 1.6.16 via SlikSvn distribution for X64.  The command line, svn, works fine.  I am able to check in and checkout files and do other operations.  However, when I try to browse the repository using IntelliJ version control browser I get "svn:  connection refused by the server".  I am using "svn://localhost/spring" as my URL. I do not have any proxies enabled, at least not that I know of.

My svnserve.conf in my repository allows full access to annonymous users:

svnserve.conf:
-------------------------

[general]
anon-access = write
auth-access = write


Can anyone help me figure out what's going on?

I tried to access other public repositories which were using http:// and IntelliJ works just fine with those.  I am able to connect and browse, however, the SVNSERVER repository that I created locally on my machine is still not accessible using IntelliJ.  I am not sure if IntelliJ works with svn:// type URLs or not.

I guess for now, I can just continue using SVN directly from the command prompt to commit changes to repository, but it sure would be nice to be able to use it from IntelliJ directly.  If someone has ran into this problem or is using Subversion with their svnserver can you please let me know what you svnserver configuration is and if you had to make any special changes to allow IntelliJ to work with it.

For completeness, the fix for this problem was to fix the way svnserve starts up.  The oriiginal configuration started the service like so:


svnserve -service -r c:\dev\svn


For some reason, changing the startup parameters to this worked:

svnserve -service --listen-port 3690         --listen-host 127.0.0.1 -r c:\dev\svn

So, at this point, I am able to access svn from IntelliJ.
