Allow to submit thread dumps from within idea

This used to be possible, but due to the lack of the server side infrastructure
needed to deal with the thread dump submissions in a meaningful way, we disabled
the feature. Maybe some day...

I regularly detect thread dumps in the system directory. this stands
for unresponsive ide and essentially a kind of detected exception,
which could be reported. but it's annoying to submit them by hand. If
idea will detect threaddumps in the system dir and offer to submit
them from within ide, it will be better for all. first of all, it will
be transparent for the user he has an error to report. Also, it will
be convenient to report. Also, it will be better for jetbrains -
threaddumps could be parsed in automated way, could contain system
information, etc.
