I have never had any problems with either UK or Russian keyboard layouts in IDEA (currently 10.0.2 on WinXP).
I can type both "£££" and "йцукен" in the editor, and provided that the file encoding supports these chars, they are saved to disk correctly.

What OS are you running IDEA on?

This is a "did you remember to plug it in?" comment. Please don't feel
offended.  Check the control panel or the Linux equivalent to make
sure you have the UK driver invoked.  It possibly be that other
programs make no use of control sequences, so you don't notice the
problem there.

All my other programs work fine but for now it seems to be working fine again :)
